HSA Raided HDB Flat and Seized Sexual Enhancement Products and E-vaporisers Worth a Total Street Value of $51,000

The Health Sciences Authority (HSA) raided a Housing & Development Board (HDB) flat at Beo Crescent on 21 March 2025 after receiving information about the occupants illegally manufacturing and storing health products in the unit. HSA seized more than 18,000 units of prescription medicines and supplements for sexual enhancement, a few pieces of equipment and related paraphernalia, as well as 30 e-vaporisers and components from the flat. The total seizure value was estimated to be about $51,000.

2        The seized equipment and paraphernalia were used for the manufacture of capsules. They included a blister pack sealing machine, capsule filling machine, empty gelatine capsules, empty bottles and containers, and printed labels for various sexual enhancement products. 3        A 36-year-old male suspect is assisting HSA with investigations for the suspected illegal manufacture and supply of sexual enhancement products, and sale of e-vaporisers.

4        Ms Annie Tan, Director of the Enforcement Branch, HSA, advised, “Health products made in non-licensed facilities could pose an immense health risk. The products are produced under poor manufacturing conditions with no quality controls. There is no knowing what the capsules contain, and the consequences would have been dire should this illegal manufacturing facility not have been disrupted and shut down.”

5        To-date, HSA has not detected the sale of these illegally manufactured sexual enhancement products online. HSA has also alerted local e-commerce and social media platforms to put in place measures to prevent the online listing of these illegally manufactured products.

Advisory to consumers

6        Consumers are advised to be ALERT when purchasing health products:

  • AVOID Dubious Products: Steer clear of products from unknown or unverified sources, especially online - they may contain harmful ingredients.
  • LOOK for Reputable Sellers: Only purchase from trusted pharmacies or well-known retailers with an established presence in Singapore.
  • EXAMINE Claims: Be cautious and wary of products that claim to have miraculous results, or “no side effects”.
  • REPORT Suspicious Products: Help protect others by reporting dangerous or dubious products to HSA.
  • TRUST Medical Advice: Seek advice from a healthcare professional and avoid self-medicating with unknown products.

7        HSA takes a serious stand against illegal activities that would harm public health. Anyone caught importing, manufacturing and/or supplying illegal health products is liable on conviction, to an imprisonment term for up to 2 years and/or be fined up to $50,000. In September 2023, a company was fined $25,000 for illegally manufacturing masks under unsanitary conditions. In June 2021, a 57-year-old man was sentenced to 24 weeks' imprisonment for the illegal manufacture and supply of cough syrup.

8        It is also an offence to import, distribute, sell, or offer for sale e-vaporisers and their components. Persons convicted of these offences are liable to a fine of up to $10,000, or imprisonment of up to six months or both for the first offence, and a fine of up to $20,000, or imprisonment of up to 12 months or both for the second or subsequent offence.
